Some services will block devices that have IP addresses from certain regions. Sometimes your computer's IP address may have a conflict, either due to another device having the same address or your address format doesn't let you access the Internet. Sometimes, that address is static - that means the address remains the same and the device will always have that address when connected to the Internet.
